The Docudays NGO announces a tender for the procurement of core event organization services for the Docudays NGO throughout 2025

Proposals must be submitted by 6:00 p.m. on May 5, 2025, to the following email address: [email protected]. In the subject line of the email, please indicate: Tender for the procurement of event organization services for the Docudays NGO throughout 2025.

All questions and/or clarifications regarding the submission of proposals must be sent in writing to: [email protected].

To submit a proposal, the following documents are required:

  • A tender proposal in accordance with the terms of reference (download here).
  • Information about the tender participant (download here). (Please attach an up-to-date extract from the Unified State Register of Legal Entities and Sole Proprietors, as well as a document confirming the authority to sign the contract (for legal entities).
  • A letter of confirmation stating that the candidate is not in a situation of exclusion*. 

The procedure for determining the price is specified in the terms of reference.

The Contracting Authority reserves the right to conduct negotiations or request clarifications prior to selecting a winner. The tender winner will be announced by May 7, 2025.

The winner will be the candidate whose proposal meets the requirements stated in the tender announcement and the terms of reference and is the most advantageous in terms of price, quality, and guarantees.

*A candidate or participant will not be allowed to take part in the procurement procedure if:

1) it is bankrupt, subject to insolvency or liquidation proceedings, its assets are managed by a liquidator or court, it has entered into an agreement with creditors, its business activity is suspended, or it is in any similar situation arising from a similar procedure provided for by national legislation or regulations;

2) a final court verdict or final administrative decision has established that the candidate/participant is guilty of committing serious professional misconduct by violating applicable laws or regulations or ethical standards of the profession to which the candidate/participant belongs, or by committing any unlawful conduct that affects his/her professional reputation, if such conduct indicates malicious intent or gross negligence, including, in particular, any of the following actions:

i) intentionally or recklessly misrepresenting information necessary to verify the absence of grounds for exclusion or compliance with the selection criteria, or in the performance of a contract;

ii) entering into agreements with other business entities to distort competition;

iii) infringement of intellectual property rights;

iv) attempts to influence the decision-making process of the Procuring Entity (contracting party) during the procurement procedure; or

v) attempts to obtain confidential information that may give it an undue advantage in the procurement procedure;

3) a final court decision or a final administrative decision establishes that the tenderer violates its obligations to pay taxes or social insurance contributions in accordance with applicable law;

4) a final court decision establishes that the candidate/participant or persons authorized to represent them or control their decision-making are guilty of fraud, corruption, participation in a criminal organization, money laundering, terrorist financing, child labour (or any other form of human trafficking), or any other illegal activity that is detrimental to the interests of the NGO Docudays, Ukraine, Sweden, or the Swedish International Development Agency (Sida);

5) the tenderer has demonstrated significant deficiencies in the fulfilment of key obligations in the performance of a contract funded by Sida or the NGO Docudays, resulting in early termination of a legal obligation or the application of penalties or other contractual sanctions, or which has been revealed as a result of inspections, audits, or investigations; or

6) the candidate/participant, their subsidiary, another company belonging to the same group of companies as the candidate/participant, consortium partner or other affiliate of the candidate/participant is on the list of restrictive measures of Ukraine or the EU. Lists of persons, groups, organizations subject to EU restrictive measures are published on the website: www.sanctionsmap.eu. 


Candidates or participants must confirm in writing, as part of their tender proposal, that they are not subject to any of the above exclusion situations.
