The panel discussion aims to inform the audience about the changes in human rights and freedom protection with the emergence of the patrol police; about the way the new approach of prevention vs. punishment is being introduced in order to ensure public security; and about the public’s role in the process. In addition, the participants will learn about the progress of the police reform and what to expect next.

Yuriy Zozulia, the head of Kyiv’s patrol police; Oleksiy Biloshytsky, the deputy director of the Department of the Patrol Police of Ukraine; Anastasia Shmalko, an executive assistant of the First Deputy Minister of Internal Affairs; Oleksandra Matviychuk, a human rights advocate, and head of the board of the Civic Freedoms Center; volunteers from the public watch group OZON.
